If you can't order it via Amazon, there are alternate ways, such as eBay. That's how I got the Bonez/Budokan DVD since it wasn't made available outside of Japan. As for the region issue, you can always have it re/de-coded for your region or make it region-free, for your own personal viewing.
There are ways around things, if you know what you're doing. :)

I was @ this concert....smack dab in the center of the mosh pit. Can't wait to get it! It was such a great show. Avril was brilliant that night! Her performance, a ballad version of Losing grip was magnificent. Can't wait to watch it over & over again.......

OMFG! I can't wait, I live in an hour a way from toronto and thats where i go to see all my concerts and her especially!
Maybe ill be on the dvd lmfao, yeah no i doubt it, since it was a sold out show and a million people were there! Plus sadly when i saw the camera's taping throughout the whole entire show, it was mostly in the crowd. So that just sucks, but i was pretty darn close, than last time at the under my skin tour. That was an amazing show though! I'm so excitied, im definatly gonna pick up a copy and relive the moment!
